INSERT: QUESTIONS AND ANSWERS 1. Can GVI provide existing FCC microwave licenses? Answer: Yes 2. Is microwave communication desired between the St. Croix, St. John, and St. Thomas islands? Answer: The microwave link is in place today between St Croix and St Thomas; St Thomas and St John. 3. Are there microwave links between all BIT LMR sites as listed on Page 8? It appears there is only one (1) microwave link. Answer: There are existing microwave links between all public safety towers today. 4. Are there any existing locations where microwave paths are prohibited or not feasible? Answer: No. All existing sites currently have microwave installed. 5. Are there any limitations on microwave dish heights at any location? Answer: No, there are no known height restrictions at existing sites. 6. Is the Coral Bay future site to be included in the microwave and LMR design? Answer: Yes, the potential new location in Coral Bay needs to have a microwave path study performed as well as the LMR radio path study. 7. What is the mode of communication currently between all of the sites? (i.e. fiber, copper, or microwave) Answer: The existing sites have microwave between them. There are no copper or fiber connections between the towers at this time. 8. Please identify the locations and names of the PSAP (dispatch/NOC)? STT PSAP/ECC/EOC – Near the east end of the Runway at the King Airport: 18.3371, -64.9579 STX PSAP/ECC – 17.728 North, -64.7739 West STX EOC – 17.7444, -64.7038 STJ EOC – 18.3396; -64.7745 STX (Future) PSAP/ECC/EOC – Herman Hill 17.7325, -64.7139 (Will replace STX PSAP/ECC and EOC) 9. Is a microwave path required from Water Island to St. Thomas? Answer: No microwave path is needed as there is no repeater on Water Island. It is covered with the signal from St Thomas sites. 10. Does the territory require structural engineering analyzes of the towers and the towers’ foundations? Answer: Yes, the analysis is needed to determine if there is any damage to the structure and supporting foundation from the hurricanes. 11. Will engineering drawings of the towers and foundations be provided and may these drawings be used as the basis for the structural engineering analysis? If not, does the territory require on-site field surveys and data acquisition methods in order to obtain the data needed for both the tower structural analysis and tower foundation engineering analysis? Answer: Drawings are available for the Recovery Hill (STX) tower site. The drawings are not available for the Benner Hill (STT) tower site. We will therefore need site field surveys and data acquisition for this site. 12. Please provide a list of all PSAP/ECC/EOCs for St. John, St. Thomas and St. Croix. Answer: Already answered in number 8 above. 13. Will the Spillman CAD/RMS be up and running during the specified radio project execution? Have users been trained on the Spillman CAD/RMS systems? Answer: No and there is no need for this study to involve anything with the Spillman CAD/RMS system. 14. Are USVI’s CAD/RMS requirements specified in a CAD/RMS procurement document? Will Spillman’s response to a procurement document be available for review during project execution? Answer: There is no involvement what-so-ever in this study with the Spillman CAD/RMS product. 15. Are engineering and site construction drawings available for the BIT owned towers, tower foundations, bunkers and bunker foundations? Please specify what drawings and engineering data is currently available for these facilities. Answer: Answered this above in item #11 for the towers. No drawings are available for the bunkers (shelters). 16. If the prime contractor has a USVI business license are subcontractors also required to have a USVI business license? Answer: The main vendor, whomever is awarded, is required to have a valid Virgin Islands Business License in order to conduct business in the Virgin Islands. 17. Are the two poles owned by GVI on the roof of a building, connected to the side of a building or standalone by themselves? If they are standalone, how tall are the poles and do they have an associated Antenna Structure Registration (ASR) number with FCC? Answer: There are two towers and one pole: Recovery Hill (STX) is a free-standing tower Benner Hill (STT) is a free-standing tower Fortuna (STT) is a free-standing pole Only Recovery Hill has an ASC number (1261272) per David and the FCC database. All other terms and conditions remain the same. A copy of this amendment must be returned with your bid.
