The Bryan/Roach administration has doubled down on its commitment to infrastructure improvements, as shown through the obligation of over $20 million in ARPA funds. Coupled with assistance from this Body in the form of Act 8454, the Department has repaired and reconstructed several miles of roadway throughout the territory. Communities such as Whim, Herman Hill, St. Georges, Frederiksted, Contant, Tutu, Mandahl, Hospital Ground, Cruz Bay and Coral Bay have all seen road improvement projects since October 2021. With federal funds, we completed major road repairs in Estate Carlton, downtown Frederiksted, one segment of the Melvin Evans Highway on St. Croix, and officially opened Phase 1 of our Veterans Drive Improvements Project on St. Thomas. Just like most other agencies, we have been creative in overcoming staff shortages. While we are actively recruiting and hiring technical staff, we have used technology to increase efficiency, productivity, and analytical data integrity across the department. We have increased training opportunities, both on and off- island, for our team and have encouraged staff to apply for job postings, resulting in several in-house promotions. iWorQ, the department’s asset management and work order software, has given us the foundation for crafting the department’s first Pavement Preventative Maintenance and Management Plan. We are working with our partners at FHWA to craft a plan that works for the unique conditions in the territory, but one that will also be recognized by our federal partners, allowing for the possibility of accessing federal funds for road maintenance. For the first time, the department has an approved Ferry Transportation Program Plan, paving the way for enhanced subsidies and improved relationships with local operators. Along with our local and federal recovery partners, we have started to finally turn the page from “recovery to transformation” as many disaster-related projects have been completed, while several other major projects have started and are progressing. Most importantly, many of these projects are being performed by local Virgin Islanders. Again, working with our local and federal partners, we are revamping our Disadvantaged Business Enterprise (DBE) Program to offer more trainings, resources, and increased opportunities for participation on federally funded projects. We have significantly increased our community outreach and communications to keep the public engaged and informed. As we present our budget for the upcoming fiscal year, you will see highlights of our accomplishments, major projects in-progress and completed, as well as our future planning initiatives. We will remain forward focused with a keen eye on addressing long-standing and everyday issues that remain prevalent in our Territory. DPW.VI.GOV 3 DPW.VI.GOV 4 DPW.VI.GOV 5 DPW.VI.GOV 6 DPW.VI.GOV 7 DPW.VI.GOV 8 DPW.VI.GOV 9 The Office of Highway Engineering (OHE) is responsible for the design, management and implementation of all projects funded by the Federal Highway Administration (FHWA). In FY21, DPW received a funding allotment in the amount of $18,396,00, at an obligation authority of 89% or $16,395,548 under the Bipartisan Infrastructure Law (BIL). For FY22, the department receive $18,816,000 or approximately $16,746,240 for obligation. This nominal increase from the previous transportation bill - FAST Act, will resulting in an additional $11 million over a five-year period. Approximately $7.5 million, every year, is used for debt service of the GARVEE Bonds floated at the end of 2015. The following is a summary of accomplishments achieved by the OHE Program within the last fiscal year: 1. ST. THOMAS - Veterans Drive Project Phase I, St. Thomas - $48 Million - In conjunction with Eastern Federal Lands Highway Division, this project was awarded to American Bridge. Construction is now completed. A ribbon cutting ceremony was held in December 2021. The scope for this project included new seawall construction, roadway widening, promenade construction, drainage improvements, historic styled pedestrian and street lighting, signalization, signage and landscaping. 2. ST. CROIX - Carlton Road Pavement Rehabilitation (Route 667) – This project was awarded to Marco St Croix and construction began in December 2020. The project is now essentially complete. The scope for this project involved road reconstruction, asphalt paving, striping, new drainage crossings, new paved waterways, signs, and guardrails. 3. ST. CROIX - VI 66 - (14) Melvin Evans Highway - Segment 3 – This project was awarded to V.I. Asphalt Products (VIAPCO) with construction beginning in November 2019. Substantial completion was achieved in December 2021. The project limits for this segment started from the William’s Delight Intersection and continued to the West Airport Intersection. The scope of work for this phase included road reconstruction, asphalt paving, milling, striping, drainage rehabilitation, signs, guardrail, raised pavement markers, and other miscellaneous work. The contractor is addressing punch list items before the project can be closed out. 4. ST. THOMAS - Crown Bay Roadway and Pedestrian Improvements VI - 9999 (131) – Work on this project commenced in March 2018 and was completed in June 2021. The improvements for this project included minor concrete structures, installation of guard rails, median upgrades, landscaping, signage, installation of video detection systems, traffic system installation, permanent pavement markings, as well as road reconstruction and rehabilitation. DPW.VI.GOV 10 DPW.VI.GOV 11 TOP 5 ACTIVE PROJECTS 1. ST. CROIX - Clifton Hill Connector Road/Melvin Evans Highway - Container Port Intersection - Phase I (Route 75/Route 66) - This project, previously authorized for construction by the FHWA in 2017, was re-bid and awarded to Grace Civil, LLC. The contractor has since commenced with material submittals and survey work. We anticipate construction to begin in July 2022. The scope for this project includes major road reconstruction, asphalt paving, roadway widening, striping, drainage improvements, construction of turn lanes on Melvin Evans Highway, new signalization, waterline relocation and utility pole relocation. 2. ST. CROIX - VI 66 - (13) Melvin Evans Highway - Segment 2 – The contract for this last segment, Good Hope to William’s Delight, was recently executed. The contractor, VI Paving, has begun making material submittals, with construction expected to begin by the end of June 2022. The scope of work for this section of the Highway will include road reconstruction, asphalt paving, milling, striping, drainage rehabilitation, signs, guardrail, raised pavement markers, vehicle detection replacement, and other miscellaneous work. This segment also includes the scope for the restoration of highway lighting along Melvin Evans Highway. 3. ST. CROIX - VI DPW STX (001) - This project, managed by EFLHD, will focus on the installation of temporary bridges at three locations on the island of St. Croix, namely: • Bridge #2902 - 004P on Route 7025 – Frederiksted Town near the Paul E. Joseph Stadium • Bridge 2902 - 020P on Route 669, just east of the Department of Agriculture grounds • Bridge 2902 - 014P on Route 70 – Queen Mary Highway just west of the Superior Court Eastern Federal Lands completed survey work in March 2022, and they expect to issue the federal solicitation for a contractor to procure and install temporary bridge structures over the existing bridges later this year. 4. ST. THOMAS / ST. JOHN - Act 8454 –Excess Debt Service Reserve Fund – DPW received approximately $8.7 million to address roadway projects in the St Thomas/St. John District. Of these projects, the contractors have completed Mandahl Road, Frenchman’s Bay Road, Prindsens Gade, Hospital Ground Road, Estate Hope Road and a segment of Centerline Road on St. John. The following roads will be completed in the upcoming months – Northstar Village, Estate Pearl, Estate DPW.VI.GOV 12 St. Peter/ Lilliendahl, Estate Smith Bay, and Estate Lilliendahl & Marienhoj. The First Avenue Project is currently in procurement through the Department of Property and Procurement. 5. ST. THOMAS / ST. JOHN - American Rescue Plan (ARPA) – DPW was awarded $10.8 million to address additional roadway projects throughout the St. Thomas / St. John district. Of these projects, the contractors have already completed Mandahl Road, Hidden Valley, Nicholas Friday Drive, New Tutu and Contant. The following roads will be completed in the upcoming months - Centerline Road St John, Donoe Road – Top and Bottom, Altona Annas Fancy neighborhood and RLS Intersection. A full list of all current OHE projects can be found in the appendix. DPW.VI.GOV 13 DPW.VI.GOV 14 DPW.VI.GOV 15 The Division of Engineering provides architectural, engineering, design and inspection services for the Department of Public Works, as well as other government agencies. The Capital Improvement Projects (CIP) division administers the planning, improvement, renovation, and construction of government infrastructure, as directed and prioritized by the Office of the Governor. The following is a summary of accomplishments achieved by the Local Engineering and CIP Divisions within the last fiscal year: 1. ST. CROIX - Town of Frederiksted - The first phase of this road project is completed. Work entailed repairs and drainage improvements to Queen Cross, Hill, Hospital, New, Prince, Customs, Lagoon and Market Streets. The project is funded by the U.S. Department of the Interior (DOI). The total contract amount is $1,483,843.75. 2. ST. CROIX - Estate La Reine, Bugby Hole, Herman Hill, and Estate St. Georges – Phase I – Using funds allotted from the St. Croix Capital Improvement Fund, Phase 1 repairs were completed this past fiscal year. The scopes of work called for the installation of drainage infrastructure to improve the drainage capacity of the residential areas, as well as the paving and striping of the roadways for safety. 3. ST. CROIX - Act 8454 – Excess Debt Service Reserve Fund - Phase 2 of road repairs at Estate La Reine, Bugby Hole, Herman Hill and Estate St. Georges were completed this past fiscal year utilizing revenue from the Excess Debt Service Reserve Fund appropriated by this body. Additionally, these monies funded Road Repairs at the following locations: • Estate Upper Love • Mt. Pleasant (East) • Whim • Strawberry Hill • Richmond • Union and Mt. Washington • St. John • Calquohoun • Williams Delight • Campo Rico • Work & Rest • Route 83, leading to Catherine’s Rest 4. ST. CROIX - Herbert Grigg Home for the Aged - Repairs to the dining facility for this Department of Human Services site was completed in April 2022. The scope entailed major repairs/replacement of the roof, exterior doors, air conditioning, lighting, and security cameras. $327,106.50. 5. ST. CROIX - John A. Bell Correctional Facility (Formerly known as the Golden Grove Correctional Facility) - The repairs and upgrades to this Bureau of Corrections (BOC) project is substantially DPW.VI.GOV 16 complete. The $1.2 million project covered repairs to the front, back, and side entry gates, as well as the construction of new footings for the installation of the anti-climb fencing. 6. ST. CROIX - Kingshill Chapel Parking Lot -- The repairs for this DPW project were completed in May 2022. The scope included the complete reconstruction of the parking lot, including new striping. $612,464.50. 7. ST. THOMAS - Government House - This historical restoration is substantially completed. The $6.9 million restoration required significant attention to historical detail; for which the State Historic and Preservation Office played a significant role. In addition to the major repair work, updates to the mechanical and data systems, as well as the fire alarm system have been implemented. 8. ST. CROIX - Parking Garage for the Mobile Satellite Unit - Construction of this WTJX project was completed in December 2021. The scope entailed the construction of a new stand-alone concrete garage building, with a media junction box to patch into the main building. $295,552.75. 9. ST. THOMAS - National Guard Fence - Repairs at the Estate Nazareth Military Compound is substantially complete. The $409,360 project involved the demolition and replacement of the southern perimeter fencing. It also included the construction of new concrete curbs for the base of the new aluminum fencing, as well as the demolition and disposal of the existing fencing. 10. ST. JOHN - DPW Susannaberg Second Floor Office - The repairs to this DPW facility was completed in March 2022. The scope included repairs/replacement of windows, flooring, air conditioning units, and updates to the restroom and break room. $469,437.93. DPW.VI.GOV 17 DPW.VI.GOV 18 TOP 5 ACTIVE PROJECTS 1. ST. CROIX - DPW Main Building - The design for our permanent Anna’s Hope facility is in progress. Jaredian Design Group is the selected contractor charged with providing a design that will be a beautiful state-of-the-art, contemporary facility that will make an aesthetic statement in architecture. The new facility will consolidate our remodeled east and west wings into one structure and incorporate the existing southern wings to provide us approximately 13,000 square feet for efficient and effective execution of our duties. This project also includes a temporary steel-framed building to house our St. Croix operations once Anna’s Hope is under construction. We are also actively in- design for the Department’s Frederiksted location in Estate Concordia and our St. John Heavy Equipment and VITRAN Maintenance and Operations Buildings in Sussanaberg. 2. ST. CROIX - Town of Frederiksted - Phase 2 – This project is currently in the construction phase. The scope for Phase 2 involves repairs to King Cross, Veteran’s Shore Drive, Route 702 (from LaGrange to Frederiksted) and East Street. This project is funded by the U.S. Department of the Interior (DOI). The total contract amount is $612,464.50. 3. ST. CROIX – American Rescue Plan (ARPA) – DPW was awarded about $10 million to address additional roadway projects in the district St. Croix. Phase 3 of Estate St. Georges and Herman Hill project are among the road repairs to be paid with ARPA funds. Additionally, these monies will fund repairs at: ▪ Mt. Pleasant (East) – Phase 2 ▪ Richmond – Phase 2 ▪ Union and Mt. Washington – Phase 2 ▪ Campo Rico – Phase 2 ▪ Work and Rest – Phase 2 ▪ Upper Love – Phase 2 ▪ Queen Mary Highway (River Rd and Paradise Rd Intersection) 4. ST. CROIX - Charles Harwood Medical Complex - The demolition of this Department of Health facility is currently out for solicitation for construction services. Flad Architects is currently designing the replacement facility, which will be a four-story, state-of-the art facility, with approximately 200,000 square feet and a level for parking below. It will provide clinical, regulatory, and administrative services, as well as resources to support the public health needs of the territory. 5. ST. THOMAS - Bolongo Bay Drainage Project – This project is currently in the construction phase. The scope includes the installation of concrete swales, trench drains, concrete pipes, detention ponds DPW.VI.GOV 19 and other drainage structures, which will enhance the natural flow of water in the area and channel it to the bay. This will also alleviate excessive sheet flow on the roadway. This project will benefit the entire Bolongo area This project is our first public-private partnership in an effort to make our drainage infrastructure more resilient and to minimize further shoreline deterioration. $1,261,365.00 A full list of all current Local Engineering and CIP projects can be found in the appendix. DPW.VI.GOV 20 DPW.VI.GOV 21 The Division of Transportation includes the Office of Public Transportation (OPT), the Virgin Islands Transit System (VITRAN), and our public parking lots. In addition to the $5.3 million appropriated from the General Fund, which is mainly used to pay personnel and vehicle maintenance costs, this division also relies on funding from the Federal Transit Administration (FTA) and special federal grant allocations to fund fixed route, paratransit buses and capital projects. The OPT is the designated grant recipient for the territory’s Federal Transit Administration (FTA) Urbanized Area Formula (UAF) Grant Program. The FERRY TRANSPORTATION PROGRAM was approved and officially accepted by the Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) in October 2021, after many years of having the ferry service within the U. S. Virgin Islands recognized as an integral part of our public transportation multi-modal system. This is the first developed and approved ferry transportation program plan for the territory. The program includes planned ferry services between all major islands territory-wide. As part of the plan, the Office of Public Transportation will continue to apply for grants for ferry boats and services for all the routes on the territory’s ferry system. Thus far, grants have been submitted for the St. Croix – St. Thomas route and the St. John – St. Thomas route. In December 2021, the Virgin Islands was awarded a Passenger Ferry Grant for $5.1 million to purchase a 100 ft. ferry with a 300-passenger capacity to meet ridership demands and reduce congestion during rush hour on the St. John – St. Thomas route. As part of the multimodal system, buses are expected to meet ferry passengers on either side of the route. We have actively engaged both ferry operators and are close to having fully executed operating agreements for the first time. For several years, the lack of executed operating agreements has limited the department’s ability to seek additional funds for capital expenditures to fund such things as new ferries or major part replacement. We anticipate having fully executed agreements within the next forty-five (45) days which will bring us even closer to full compliance with both the FTA and FHWA. VITRAN BUS SERVICE Like many other businesses, VITRAN lost revenue due to the COVID-19 pandemic, however, the transit service is expected to realize an increase in revenues this year. VITRAN has collected $146,014.93 thus far this fiscal year, in comparison to $182,519 for all of FY 2021. The department continues to add new buses to its fleet, with several in various stages of the procurement process. The department recently acquired five (5) new paratransit ADA buses, which are already in DPW.VI.GOV 22 service, and has another five (5) in transit. We are also finalizing the purchase of four (4) heavy duty buses. Older buses in our fleet that are slated for replacement, will be assessed and recommended for disposal or donation to community organizations where we can. Placing new buses in service will increase reliability and the delivery of services especially for our paratransit routes. Along with new buses, VITRAN has hired five (5) additional bus operators, which decreases burnout and overtime costs. While VITRAN has seen savings in operations costs, that was short-lived now due to increasing fuel costs. To combat rising fuel costs and as part of the department’s mission to house an electric vehicle fleet, the Office of Public Transportation applied for a grant to purchase electric buses in 2021 and will submit another grant application by the end of June 2022. The application includes ten (10) medium-duty buses and the accompanying charging infrastructure. Charging stations were included in our new Maintenance Facility to accommodate the addition of electric buses. ACTIVE PROJECTS 1. ST. CROIX - VITRAN Operations and Maintenance Facility - The new facility will be about 15,000 square feet and the primary operating facility for VITRAN on St. Croix. It will be comprised of three buildings: an operations facility, a bus-washing building, and a tire storage building. The new facility will also include four service bays, outfitted to perform complete maintenance of all transit vehicles, as well as the administrative offices for all of VITRAN’s St. Croix staff. This project is expected to be completed by the end of 2022. 2. ST. CROIX - Lloyd Alfredo “Sonny” Barnes LaReine VITRAN Bus Terminal (Temporary Repairs) Reinforcement of the existing terminal is necessary as this wooden structure and adjacent bathroom facility is currently in use by transit staff, as well as passengers, and will continue to be used until construction of the new transfer station is complete. The temporary repairs include flooring replacement, new guttering, downspouts, exterior building façade, exterior light fixtures, and paint. Repairs will also be made to the roof, fascia board, perimeter plyboard and inside perimeter walls of the adjacent bathroom facility. 3. ST. JOHN - VITRAN Operations Facility – Renovations and improvements will include an above- ground cistern, improved drainage, a re-enforced concrete driveway and parking, perimeter security fencing, an additional maintenance bay, generator, retaining wall, storm shutters, and solar panels. 4. FORT CHRISTIAN & STRAND STREET PARKING LOTS – Renovation will include the implementation of new parking equipment in both lots - to include ticket spitters, entrance and exit control arms, DPW.VI.GOV 23 cash registers, underground electrical connectivity, and security perimeter fencing at the Christiansted site. A full list of all current Transportation projects can be found in the appendix DPW.VI.GOV 24 DPW.VI.GOV 25 The Operations Division is comprised of four units. They are responsible for the maintenance of public roadways and highways; public cemeteries; government buildings; as well as our fleet of heavy equipment and trucks throughout the territory. Throughout the last year, we placed an emphasis on sidewalk repairs, particularly in the St. Croix district. Most notably, were those in Christiansted Town, Estate Richmond and in the vicinity of the Governor Juan F. Luis Hospital. Another on-going project is the total refurbishment of restrooms at the Christian “Shan” Hendricks Vegetable Market, in the town of Christiansted. This project includes cement plastering, tiling, installation of new toilets, and painting both interior and exterior walls. All work is being done inhouse by our construction crew. In the St. Thomas/St. John District, crews focused on repairs to swales, headwall and gut retaining walls. Both districts participated in a massive downtown cleanup during the month of December. While roadside cleaning is a focus of the department year-round, the department had an “all hands on deck” approach for this initiative, which resulted in much cleaner downtown areas throughout the territory. We recently issued a design/build Request for Proposals (RFP) for the rehabilitation of the restrooms in downtown Cruz Bay – similar to what was done for the downtown restrooms in Charlotte Amalie. With assistance from this Body, we hope to issue a similar RFP for our restrooms at the Fort Christian Parking Lot. DISASTER PREPAREDNESS The department plays a critical role in Hurricane Preparedness. We work hand in hand with VITEMA and other agencies, under the federal emergency response framework, to ensure all needs are met. During the pre-disaster stage, in addition to gut and drainage maintenance, the Operations Division assists in securing government buildings before landfall, as well as ensuring access to critical facilities through our route clearance responsibilities. During the post disaster stage, the Engineering and Operations Divisions perform preliminary damage assessments of the territory’s infrastructure to determine the level of damage incurred. Work crews are currently clearing all priority guts within the next month, then moving on to secondary guts, drains and swales on all islands. This initiative will continue throughout the hurricane season. DPW.VI.GOV 26 DPW actively collaborates with VITEMA and the Territorial ADA Coordinator to put on the BLUE SKY initiative – an exercise aimed at distributing sandbags to citizens in advance of any inclement weather. We anticipate keeping our COVID-19 protocols in place, which means sandbags will be distributed in a drive-thru fashion. Citizens will be limited to six sandbags per household unless otherwise changed by the Director of VITEMA. For our disabled residents and shut-in senior citizens, we partner with VITEMA, the ADA coordinator, VI Fire Services and other volunteers to deliver sandbags to their residences and our senior centers. DPW.VI.GOV 27 DPW.VI.GOV 28 DPW.VI.GOV 29 The Strategic Development Office’s mission is to plan, promote and implement changes that will positively impact the quality of life for Virgin Islanders and visitors alike. The SDO team is designed to lead our future planning initiatives with the leaders of each division. As a team of progressive individuals, they challenge each division leader to rethink the way they look at their divisional functions and how we can improve on our processes to better serve the public. The SDO team continuously works to inform our public of all things DPW and develop strategies aimed at building community pride. The office is responsible for the department’s communication outputs, project administration, and special projects. COMMUNICATIONS • WEBSITE – The department revamped its website in April 2022. In addition to the new, fresh look, the site has improved services provided by the department. All permit applications are now submittable online – preventing users from having to print, scan, and email - or even take a trip to one of our offices to submit. We do have plans in the very near future to accept payments online, which would eliminate the need for customers to visit our offices. • SOCIAL MEDIA – The department has grown it’s following by more than 40% since this time last year. We believe this was accomplished through consistent, branded posts. Our goal is to have a channel to get information out to every segment of our population. SPECIAL PROJECTS • VITRAN ADVERTISING PROGRAM – This project has made some strides since we last spoke. It is currently in the solicitation process and is scheduled to close on July 11, 2022. At this rate, we expect to have a contractor selected and fully operational program – allowing for advertisements on buses and bus shelters territory-wide – before the end of the year. • CEMETERY RECORDS PROJECT – In April 2022, a contract was executed with the University of Tulane in New Orleans, Louisiana, to utilize GIS technology to map all public cemeteries in the territory. Tulane personnel will travel to the territory in December 2022 to start this process, which will allow for electronic documentation of burial locations on a cemetery map. DPW personnel participated in a kickoff meeting this month to outline the schedule and next steps. One big step being the inclusion of University of the Virgin Islands students in this process. It our hope to attract to few students to observe, learn and be a part of such a huge undertaking. • ST. CROIX - BEAUTIFICATION PROJECT – The department will implement the landscape beautification pilot project on St. Croix this year. We have already identified the locations, secured DPW.VI.GOV 30 funding, and drafted the scope - which will soon be submitted to the Department of Property and Procurement for solicitation in Summer 2022. • BUREAU OF CORRECTIONS MOU - The department is responsible for maintaining our roadsides and keeping them free of grass and debris. This huge undertaking comes at a cost of about $5.65 million dollars paid to contractors every year. We addressed this challenge in our 2021 Agency Reform Plan, which we worked in partnership with the Office of Management and Budget. To supplement our crews while, saving money, the department has entered into an agreement with the Bureau of Corrections. The MOU was executed in May 2022. The department is currently in talks with BOC personnel to effectuate this partnership, at a fraction of the cost, to maintain the Melvin Evans Highway. Of course, this initiative is dependent on the Bureau’s COVID-19 protocols. DISASTER RECOVERY - PROJECT ADMINISTRATION The department promoted an employee internally to manage the administrative end of our disaster recovery projects. We realized, very early on, this was a missing link in our internal disaster recovery process. This person manages the department’s internal project management database (CELOXIS), develops and reviews project worksheets, as well as liaises with the Federal Emergency Management Agency (FEMA), Office of Disaster Recovery, our disaster recovery contractors, and DPW project engineers, to ensure data integrity, project compliance and oversight. Additionally, this team member works with each project engineer to ensure the design and scope adequately meet the needs of the department and the public. They also ensure the various local and federal reviews are performed consistent with requirements and the project schedule. DPW.VI.GOV 31 DPW.VI.GOV 32 Senators, thank you for giving my team and I the opportunity to present our budget to you this morning. We are very proud of our projects and accomplishments. We recognize the challenges before us and are excited about the opportunities those challenges provide. However, we are even more excited about what we have in store. With the support of this Body, our community, and our local and federal partners, we will continue to push forward to improve, enhance and transform our home. As we close the design of Phase 2 of the Veterans Dive Improvement Project and continue to make significant strides in our ferry boat and public transportation programs, we are excited about the opportunities we will create for a robust multi-modal transportation system - including ferries, buses, charging stations for electric vehicles, additional parking and accommodations for pedestrians and bicyclists. We believe this will be the capstone of the revitalization of downtown Charlotte Amalie and will provide the model for future enhancement programs. We are moving full speed ahead with our goals of electrifying 10% of our fleet by 2025 and have engaged a national leader in the technology to assist us with these efforts. Not only do we plan to transform a percentage of our heavy and specialized equipment, buses and light duty vehicles, but we are also ensuring that future projects account for parking spaces and charging stations for electric vehicles. If we are serious about promoting the use of EVs, we, the Government of the Virgin Islands, must lead this charge. With the help of iWorQ and our federal partners, we are closer than ever before to having our first Pavement Preventative Maintenance Plan. The timing is perfect as we have invested millions in repairing and reconstructing our roads over the past twelve months. This plan will guide the department’s road maintenance schedule and allow us to potentially utilize federal funds for road maintenance. Additionally, we will have proper, updated maintenance records to share with our federal partners in the aftermath of a natural disaster. As I committed to during our last budget presentation, we have made significant strides with building our technical bench within the department. We have hired five individuals within the local engineering division and continue to build a team to manage the growing portfolio of central government projects moving through the various stages of the pipeline. With the Office of Disaster Recovery, we have built an integrated process for managing projects in every stage – from design through project closeout. Our goals and mandates are large and ambitious, but we remain ready for the challenges ahead. I can’t thank the dedicated men and women in this department enough for all they do for our community.
