The several amounts listed herein, or so much thereof as shall be sufficient to accomplish the purposes as specified hereinafter, are appropriated and authorized to be paid out of any funds in the General Fund of the Treasury of the Virgin Islands, and such amounts shall be available for the Fiscal Year October 1, 2001 to September 30, 2002.
