Asst, Direztor of Education. Department. I am very much against the creation of new offices at the present time. The budget has been dis~ussed in a Comaittee elected by the Council, and that Committee did not favor the erea- tion of a central office in the ¥ed.cal Departmaent. The danger of having a new office is, when once it is established we cannot strike it out again. I recom- mend that members consider carefully before they allow the ereation of new offices You have under this new office. salaries, equipment and maintenance, not a Ford ecar, but an automobile. We must look upon conditious as they exist today. With recard to the Department of Ed- ucation, 1 sm sorry to hear the Chair- man of the Muanicipal Committee say _that he could not :nake any reduction in that department. In the island of Porio Rco there isa sch@ot population of about 450,000, the enrg?lmen% in all the puablic schoo! is about 185000. The toial expenditure per pupil en- roiied is aboat $lB Here in St. Croix we have about 1200.--sehool children and with a {otal of S6OOOO. as asked for by the Educa- tional Depar:ment this will mean an ex- penditure of SSO per pupil as compared with $lB in Porto Rico, which has now baen an American island for more than 2U years, I have noticed in one of our loeal news- Mapers a comparison with Porto Rico ‘recardinge education based in the per- centage of the total administrative ex- venditures used for education. As re- gards the Depart nent of Eduecation, the Director told me that the intention is to reorganize the schoo’'s, and conse- quentiy a great ainotnt will ‘be needed to pay imporied teachers. While I agree with the Honorable Ist Member for Frederiksted Country District, yet we cannot take what he says as a basis. With regacd to remarks by the Honorable 3rd Membar for Christiansted Town, the income tax which he refers to is a quesiion upon which there has been much discussion. In a former meeting 1 stated whal revenues the island made {rom year to year, and it was seen then that the island. of 8t = Creis was oniy short of $90,000 for the first 3 years and 3 months since the transfer of the islands.
