With refercence so that part of Mr. Tot- ten’s article, a clipping from an Ameri- can paper, published in this issue, to the effect that the old age pensions were cut off with the change of administr=tion, it should be corrected that this is not the case. To the contrary of shirking this liability which means a neat sum to the treasury, the Government establisheda poor-farm at Kingshiil - which is the means of caring for a number of former pensioners at a considerably more expen- sive rate, while still maintaining the sys- tem of pensions to those who have not entered this institution, and doubling the allowance at certain special occasions and seasons of the year. Os course our correspondent who is an ardent admirer of the American government is simply misinformed through unfounded reports which once were in circulation about ehanges in the old-age pension system, and we take this opportunity of denying any truth in that connection. LOCAL. We have been asked to mention that the Native Brass Band will givea con- cert on the Wharf to-morrow evening. A case of drowning occurred last night near the wharf where awailor of the “Vigilant’’ named Knight fell into the water and met an untimely end before he could be rescued. The body was grappled by Capt. Fernando Ramos of the cattle boat Jose Manuel, and was taken to the hospital. It is regretted to learn that while sea- bathing last Sunday, Government Secre- tary Timmons was relieved of more than SIOO United States money, some gold in- cluded, from his purse which had been left in his coat in the bithhouse. Itis sincere- ly hoped that light will be thrown on this matter and the stolen cash recover- ed. The U. 8. S Tadousac arrived here at 1.30 p. m. yesterday having aboard Di- rector of Police F. Buenos Aires, Nov. 2lst.--The Gov ernor of the province of S2n Juan, was assassinated yesterday by men armed with rifles, as he was alightinglifrom an automobile. A friend who was with him was also killed. The assassination is attributed to polities. London, Nov. 21st—Sixty-four of one hundred Moplan prisoners died from suffocation while being transferred in a closed railway wagon from Tieurur to Bellary in the Madras Presidency of In- dia, according to a despatch tothe’' Daily Mail’”’ from Madras. The Government has ordered an enquiry, and Mohamwme- dans bave telegraphed to Earl Cromer, who is head of the personal staff of the Prince of Wales now in India. Washington, Nov. 21st--The present British attitude on the question of the Anglo-Japanese Alliance, British spokes- men declared today, is not differcut from that recently expressed by Nr. Lloyd George, who said it would ot be prope: to say to Japan ‘‘You stood by us during the war, buc we do not need you now, so good-bye’’. The British empha sized in this conne ‘tion, however, that th2 Prime Minister also declared that this did not mean Great Britain would con- tinue the treaty against the interests of any nation, and certainly 10t against the United States, as there was no other country with whish Great Britain so%e strongly desired to act. Washington, Nov. 2lst—A joint de- claration of policy towards China, based on territorial and administrative integri- ty, economic opportunity, and enforced “‘open door’’ and the abolition of spe- cial rights,”” was agreed upon today by all the nations represented in the arms conference, (the first definite agreement to come out of the conference). The declaration touches in general terms m~st of the principles for whiech China asked in her ‘Bill of Rights’’, but does not provide in detail for the settlement of the specific problems with which she is confronted.
