June 10, 2020 AMENDMENT ONE (1) RFP-019-C-2020 (P)- Provide School Bus Operation Services on the Island of St. Croix, USVI INSERT: Questions and Answers Question: In section 1. General Information (A.) Purpose / Overview, it says "the transportation services requested in this RFP shall include but is not limited to the hiring of qualified drivers and conducting required training." Later in the RFP in the Drivers section, there is a reference to "must complete in-service training courses prescribed by VIDE". I want to confirm that going forward VIDE's representative will continue to conduct VIDE mandated training that is done by Mr. Henneman. To my knowledge training is provided to Mr. Henneman at an entity in California and then he creates training modules for school bus drivers. I just need confirmation that this will continue as it has in years past so I can list the training we currently provide OR complete due diligence on this process for the Response to the RFP. Answer: The Department of Education will provide the required training to school bus operators. …

June 10, 2020 AMENDMENT ONE (1) RFP-019-C-2020 (P)- Provide School Bus Operation Services on the Island of St. Croix, USVI INSERT: Questions and Answers Question: In section 1. General Information (A.) Purpose / Overview, it says "the transportation services requested in this RFP shall include but is not limited to the hiring of qualified drivers and conducting required training." Answer: The Department of Education will provide the required training to school bus operators. Question: Section F Operation of Services - Is it acceptable in lieu of audited financial reports (for the two most recent fiscal years) to submit tax returns? Audited Financial Reports are quite costly and in light of the halt of operations due to COVID, we would love some leeway on this. We have set a 61-year example of providing excellent service including an excellent credit basis and upwards of 90-day consistent financial float to the GVI. Answer: The proposer shall provide a copy of its year-end financial statement issued in the last two fiscal years. Question: Section F (5) page 6 - Since this company has been providing school bus services solely for VIDE and the GVI for 60 years, can VIDE provide one of the 3 professional / project references? Answer: Yes, the proposer may provide a project reference that is issued by the VI Department of Education. Question: Section I, Part II page 7: I need to confirm that you want pricing submitted per hour versus the current standard which is per mile. Answer: The proposer must provide pricing per hour as requested in the RFP; and pricing per mile for consideration. The Government will have the right to accept or reject either of the two structures. All other terms and conditions remain the same. A copy of this amendment must be returned with your bid.
