In my previous budget messages, I advised that they were “structured to lay a foundation for a future in which annual budget deficits are not the norm.” These plans were altered and became second thrift in the aftermath of the September 2017 Hurricanes. After the devastation of the Territory, the support of our national partners, led by President Donald Trump, the leadership and Members of the Congress, Federal Emergency Management Agency (“FEMA”) and other federal agencies have been unprecedented. …
