The editor cannot be responsible for the views of his correspon- _dentsnor does he necessarily endorse them -5‘ a : ‘Executive Order No. 15, WHEREAS, by virtue of the Treaty of Cession entered into on August 4, 19186, “between the United States of Amerieca and Denmark, the sovereign rights there- tofore exercised by Denmark over the Danish West Indies passed to the Uni- ted States in accordance with the terms thereof; and s WHEREAS, by vir'ue of Section 1 of the Act of Congress approved March 3, 1917 entitled “‘An Act to Provide for a Temporary Government of the Virgin Islands of the United States’’ all mili- tary, eivil and judicial pgwers necessary to govern the said Islands are vested in the &overnor therecf; and WHEREAS, by Executive Order,:No. 12, dated April 22, 1920, made under the au- thority of the aforesaid Act of Congress, approved by the President of the United States on June 18; 1920, and promulga- ted at St. Thomas, - Virgin Islands of the United States on June 22, 1920, the tem- vorary law of the Danish Rigsdag cor- firmed Oectober 2, 1914, was abrogated eftective on and after August 23, 1920, and it was decreed that Section 1 and Section 3 of the Danish lLaw confirmed March 29, 1904 shall, upon such abroga- tion becoming effective, stand in full force and effect ; and A WHEREAS, the National Bank of the Danish West Indies has made representa- tinns to the Government of the United States that on account of the diffienities and delays incident to communication, it will ind great difficulty in complying with the aforesaid Executive Order on its elective date, and has requested that - thie effective date of the said Execntive CHRISTIANSTED. V. I. U.S. A.. FRIDAY 20t “UGUST 1920. Order be extended for a period of sixty da%;; and HEREAS, the Nationai Bank of th: Danish West Indies has made further representations concerning the secarcity of gold coin of Danish West Indian mint- age with which to redeem its notes: Now, THEREFORE, I, J. W. Oman, Gov- { ernor of th> Virgin Islands of the United States, acting under the authority of the aforesaid Act of Congress, do hereby ex- tend the date upon which the aforesaid Executive Order No. 12 shall become ef- tective and fix Oetober 25, 1920, as the definitive date on and after which the ¢ said Order shall be effective. ' And I further decree that the afore- | said Executive Order No. 12 be and it is . hereby so far modified that the National j Bank of the Danish West Indies, in ful- filling its obligation to redeem its notes | on and after October 25, 1920, may re- ' deem such nntes as are presented at its ! principal office in St. Thomas either in | gold coin of the Danish West Indies or, J at the fixed rate of 96.5 cents United | States for 5 franes, Danish, in United { States coin or currency, including United States gold coins, silver, nickel an: bronze coins, gold and silver certiticates, . notes issued by the United States and ' notes issued through or by the Federal ' reserve barks and by the Nationai Banks o the United States; provided, however, ' that United States gold coins may be | used in redeeming the aforesaid notes i only if such coins be within the legal i limit of tolerance in regard to fineness I and weight as provided in Sections 3535, 3536 and 3537 of the Revised Statutes ’ of the United. States, and that Uni- . ted States subsidiary silver, nickel and ~ bronze coins may he used only up to the ' respective .mounts for which such coins are legal tender umnder the laws of the © United States. , , T Except so far as herein modified, the aforesaid Execative Order No. 12 shall ~ remain in full foree and effect.
