GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: OCEAN THERMAL ENERGY ) Docket No. 659 CORPORATION APPLICATION FOR ) Order No. 66/2016 QUALIFIED FACILITY STATUS ) ) WHEREAS, on May 13, 2016, Ocean Thermal Energy Corporation (hereinafter “OTEC”) submitted an Application with the Virgin Islands Public Services Commission (hereinafter “PSC” or “Commission”) seeking certification as a Qualified Facility (hereinafter “QF”) for a land-based Ocean Thermal Energy Conversion plant on St. Croix, United States Virgin Islands; and WHEREAS, on June 27, 2016, the PSC’s technical consultants, Georgetown Consulting Group, Inc., (hereinafter “GCG”) submitted its Report and Recommendations to the Commission; and WHEREAS, on June 28, 2016, the Commission met in regular session at both its offices on St. Thomas and St. Croix, United States Virgin Islands; and WHEREAS, on upon review and deliberation the Commission voted to accept GCG’s Report and Recommendations, approve OTEC certification for QF Status and further direct the applicant to submit semi-annual reports on the status of development; and NOW THEREFORE, the Commission ORDERS that: 1. The Report of its technical consultant is ACCEPTED. 2. OTEC’s Application for certification as a QF facility is APPROVED. 3.
