Box 70364 Santurce, Puerto Rico 00936-0364 Re: Aquifer Pumping Tests Four Winds Plaza Tutu, St. Thomas, U.S. Virgin Islands Dear Mr. Cepeda: As required in the Tutu Service Station Investigation Work Plan, prepared by Geraghty & Miller, Inc. in March 1992, two aquifer pumping tests will be performed at the Tutu Site. Geraghty & Miller has chosen MW-6R and MW-6D for the pumping tests, which are located in the Four Winds Plaza parking lot. In order to perform the pumping tests, Geraghty & Miller is requesting Four Winds Plaza to turn off their supply wells (Four Winds I, Four Winds II, and Four Winds HI) during the aquifer testing (see Table 1). Geraghty & Miller recommends the Splash and Dash Car Wash to fill their cistern via Four Winds I supply well during the morning of Sunday, November 1, 1992 prior to the start of the pumping test on November 2, 1992. …

Geraghty & Miller has chosen MW-6R and MW-6D for the pumping tests, which are located in the Four Winds Plaza parking lot. If necessary, the Tutu Environmental Investigation Committee (TEIC) will have a water distributor fill the car wash cistern during the pumping tests. In addition, temporary above-ground piping will have to be installed from MW-6R and MW-6D to the water treatment system located at the Esso Service Station (see Figure 1). Approximately 70 feet of piping will run east from MW-6R and MW-6D to the curb. The remaining piping to the water treatment system will not obstruct pedestrians or vehicular traffic. All piping will be installed in accordance with the Occupational Safety & Health Administration (OSHA) regulations. After the aquifer testing is completed the temporary piping will be removed.
