Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Castle Nugent Na- 4 tional Historic Site Establishment Act of 2011’’. 5 SEC. 2. CASTLE NUGENT NATIONAL HISTORIC SITE. 3 (a) ESTABLISHMENT.—There is established as a unit 4 of the National Park System the Castle Nugent National 5 Historic Site on the Island of St. Croix, U.S. Virgin Is- 6 lands, in order to preserve, protect, and interpret, for the 7 benefit of present and future generations, a Caribbean cul- 8 tural landscape that spans more than 300 years of agricul- 9 tural use, significant archeological resources, mangrove 10 forests, endangered sea turtle nesting beaches, an exten- 11 sive barrier coral reef system, and other outstanding nat- 12 ural features. 13 (b) BOUNDARIES.—The historic site consists of the 14 approximately 2,900 acres of land extending from Lowrys 15 Hill and Laprey Valley to the Caribbean Sea and from 16 Manchenil Bay to Great Pond, along with associated sub- 17 merged lands to the three-mile territorial limit, as gen- 18 erally depicted on the map titled ‘‘Castle Nugent National 19 Historic Site Proposed Boundary Map’’, numbered T22/ 20 100,447, and dated October 2009. 21 (c) MAP AVAILABILITY.—The map referred to in sub- 22 section (b) shall be on file and available for public inspec- 23 tion in the appropriate offices of the National Park Serv- 24 ice, Department of the Interior. 25 VerDate Mar 15 2010 00:21 Feb 11, 2011 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H580.IH H580 pwalker on DSKD5P82C1PROD with BILLS 3 •HR 580 IH (d) ACQUISITION OF LAND.— 1 (1) IN GENERAL.—Except as provided in para- 2 graph (2), the Secretary is authorized to acquire 3 lands and interests in lands within the boundaries of 4 the historic site by donation, purchase with donated 5 or appropriated funds, or exchange. 6 (2) U.S. VIRGIN ISLAND LANDS.—The Sec- 7 retary is authorized to acquire lands and interests in 8 lands owned by the U.S. Virgin Islands or any polit- 9 ical subdivision thereof only by donation or ex- 10 change. 11 SEC. 4. ADMINISTRATION. 12 (a) IN GENERAL.—The Secretary shall administer 13 the historic site in accordance with this Act and with laws 14 generally applicable to units of the National Park System, 15 including— 16 (1) the National Park Service Organic Act (39 17 Stat. 535; 16 U.S.C. 1 et seq.); and 18 (2) the Act of August 21, 1935 (49 Stat. 666; 19 16 U.S.C. 461 et seq.). 20 (b) SHARED RESOURCES.—To the greatest extent 21 practicable, the Secretary shall use the resources of other 22 sites administered by the National Park Service on the 23 Island of St. Croix to administer the historic site. 24 VerDate Mar 15 2010 00:21 Feb 11, 2011 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H580.IH H580 pwalker on DSKD5P82C1PROD with BILLS 4 •HR 580 IH (c) CONTINUED USE.—In order to maintain an im- 1 portant feature of the cultural landscape of the historic 2 site, the Secretary may lease to the University of the Vir- 3 gin Islands certain lands within the boundary of the his- 4 toric site for the purpose of continuing the university’s op- 5 eration breeding Senepol cattle, a breed developed on St. 6 Croix.
