Vialet WHEREAS, the Virgin Islands Taxicab Commission currently oversees and regulates 1 the operation of taxicabs throughout the Virgin Islands; 2 WHEREAS, the modernization of transportation services is essential to ensuring, 3 reliable, efficient, and convenient service for residents and visitors; 4 WHEREAS, advances in financial technology have made electronic monetary payment 5 systems a secure, efficient, and convenient method for conducting transactions; 6 WHEREAS, the ability to pay for taxicab services electronically provides added 7 convenience for consumers, particularly tourists, who may not carry cash; 8 WHEREAS, electronic payments enhance accountability and transparency in financial 9 transactions for both drivers and the commission; 10 WHEREAS, requiring the Taxicab Commission to implement an electronic monetary 11 payment system aligns the Virgin Islands with industry standards across the United States and 12 internationally; and 13 2 WHEREAS, the modernization of payment methods in the transportation sector will 1 improve the territory's reputation as a progressive, visitor-friendly destination; Now, Therefore, 2 Be it enacted by the Legislature of the Virgin Islands: 3 SECTION 1. Title 3 Virgin Islands Code, chapter 16, section 274 is amended by 4 redesignating subsections (i) and (j) as subsections (k) and (l), respectively, and by adding the 5 following new subsections (i) and (j): 6 “(i) The Commission shall implement a requirement for an electronic payment 7 system and prescribe the conditions and requirements for its use. 8 (j) The Commission shall require all taxi drivers to provide customers with at 9 least two payment options, including debit or credit card, or electronic transfer. 10 SECTION 2.
