When he has been attorney in the action or proceeding for either party. POWER 0¥ JUDGE OUT OF COURT. Section 23. - A judge may exercise out of court, _all powers expressly conferred upon a judge as contra distinguished from a eoart, but not otherwise. POWERS OF JUDICIAL OFFICERS. Section 24. —Every judicial office: has power—- (l). To preserve and enforce order in his immediate presence, and in the pro- ceedings before him, when he is engag- ed in the performance of a dut’ imposed upon him by law: (2). To compel obedience to his law- ful orders: ~ (3). To compel the attendance of per- sons o testify in a proceeding pending before him: (4). To adminis:er oaths to persons, in a proceedimg pending before him, and in all other eases where it may be ne- cessary In the exercise of his powers and the pevformance ot his duties. COWERS HOW KXERCISED. Sectinn 20 For the effectual exercise of the powers conferred in the last sec- tibn, a judicial officer may punish for contempt In the cases and in the manner provided by law. SITTINGS OF COURT. Section 26. ~-The sittings of every court of justice are public, except as provided in this section. Upon agree- ment of the parties to a ecivil proceeding or action, flled ~vith the clerk or entered up>n the jonrnal the court muy direct the trial of avn issue of law or fact or any otner proceeding therein, to be private; and upon such order being wade all per- sons shall be excluaed except the officers of the court, parties, their witnesses and counsel. RULES OF COURT. ¢ Section 27. —The Judge of the District Court may from time to time promulgate rules of court, for the government of the courts, provided such rules shall not be in conflict with any specific iaw or ardi- naace. : FEES TO BE CHARGED BY ILAW COURTS, ETC. . Section 28. -The Governor shail by executive order, preseribe the fe2s to be charged by the law, courts, sheriffs, notaries ard peace officers during the period of one year after this ordinance shall coine into force and at the end of the period of one year, ihe schedule of fees so being charged by tbe law couris, sheriff, peace officers, and notaries, shali be submitted to the respective Coloniai Councils for final ratification or ame.d- ment by the said Councils. 2 L ROUIIIX A NS | JUVENILE CoURTS ESTABLISHED. | Section 29.- There is hereby establish- ed in this District a Juvenile Court and every Police Judge shall be ex-officio - Judge of a Juvenile Court, and shall - bhave such powers as are hereinafter ~ provided. , | POWER OF JUVENILE JUDGE TO COMMIT. | Section 30 —Each Juvanile Judge shall ; have power to commit to a reform scho' I, to an orphan asylum, to any oth- er public or charitable institution, or t e i Board of Children’s <iuardians, within . the District, any child under sixteen - years of 2ge for an indeterminate period ' not exceeding the time he shall have : arrived at th= age of eignteen years for | the following causes : '~ (1).
