Scope of Work Overview This school consists of a total of nine buildings numbered 01 through 09 (see Site Map on page 7). The main building, Bldg. 01, houses the majority of classrooms, administration, cafeteria, kitchen and ancillary functions; and three smaller buildings, numbered 02, 03 and 04, are connected to Bldg. 01 through a 10’-0” covered walkway. These smaller buildings house additional classrooms, storage and maintenance functions. The main building is a 39 year old masonry structure with galvanized metal roof and dropped insulated acoustical ceiling; the roof over this building is in reasonably good condition while the roof over the walkways is corroded and leaks in several areas. The guttering system is mainly 6” aluminum in fairly good condition but not anchored firmly; it leaks at many joints and in many cases not securely attached to its base or the downspouts. The main building’s walkway roof is supported by C-channel framing with metal sheathing; all supported on 3”x3” steel posts at 25’-0” on center. The general scope of the work shall include: repairing a small canopy that connects Building 02 with the main building, repairs to structural purlins and support columns, prepping and coating top and underside of walkway sheds, cleaning, caulking and anchoring loose guttering and, replacing rotting soffit and fascia and rehanging sections of sagging suspended ceiling in classrooms. Work also includes replacement of existing cistern overflows at the Bidg. 1 cistern, reconnection to the existing building drainage system, pressure testing for leaks, and repair of leaks if found. This does not require ground disturbance other than in the existing drain corridor. Bid estimates to be submitted using the attached Bid Sheet. 1.1. General Bidder’s Instructions and Requirements: 1. The selected Contractor shall be responsible for thoroughly inspecting all relevant existing conditions associated with the roof and other areas of the work, It is the Contractor's INVITATION FOR BID Ricardo Richards Elementary School General Building Repairs responsibility to establish exact quantities and existing circumstances based upon the documents and instructions issued herein and his site visits. 2. The Contractor shail be disqualified if any bid sheet is not legible or fully complete. The government shall not be responsible to interpret any omission or illegible entries. The Contractor's prices submitted for work to be done shall include all possible costs, including overhead, taxes and profit. 3. Unit prices submitted on the itemized bid sheet shall be utilized by the Government of the Virgin Islands in its discretion and at its sole benefit to determine any credits and/or debits to the project, which, if necessary, shall be addressed only in the form of a formal Change Order to the Project. 4. All bidders are required to attend a mandatory Pre-Bid conference and Site Walkthrough. Failure on the part of a bidder to attend the scheduled site walkthrough shall be grounds to disqualify a bidder. 5. Bidders are encouraged to bring to the attention of the government any and all areas or issues of concerns during the period open for questions and clarifications. Failure on the part of a bidder to raise any questions regarding any unusual or known circumstances during the bid preparation period shall not relieve or give cause for a bidder to subsequently advance a claim or cause for changes to the scope of work. 6. When applicable, the Contractor shall be responsible to file for and secure any and all permits and /or inspections which may be required prior to, during or at the completion of the work installed. 7. All work to be performed on this project shall be furnished only during normal (regular) business hours, 7:00 AM to 5.00 PM, Monday through Friday. If the Contractor elects to perform work outside these days and times he/she shall be responsible to make all necessary arrangements with the school Administrators at their convenience. 8. Bidders shall furnish one original and four copies of its bid response which must include the bid sheet signed by the bidder. 9. The Contractor must provide a Certificate of Liability Insurance and Declaration/Endorsement pages that indicate that the Government of the Virgin Islands, Department of Education is a “certificate holder’ and an “additional insured” on the General Liability/Public Liability Insurance. The Professional Liability Insurance must cover the services to be provided under the contract. 7. Certificate of Government Insurance/Copy of Certificate providing firm/agents are covered by Workers’ Compensation Employee’s Liability. Please note the above-referenced documents are subject to modification at the Government’s discretion. Any silence, absence, or omission from the contract specifications concerning any point shall be regarded as meaning that only the best commercial practices are to prevail. All contractual documents including insurance certificates/policies must be kept updated and maintained throughout the term of the contract.
