Dec. 21st.—At the Foyal Co- lonial Institute today, with Sir Chas. Lucas presiding, a ‘ecture entitled ‘"The revival of the Wist Indies’” was deliv- ered by Sir Edward Davson. After de- scbing West Indian trade conditiops up to the time of the war, Sir 'Edw ra said the first facior to contribute to the revival was the granting of a prefer ence by the mother country of o:ue- gixth of the duty on products of the colonies, and he expressed the hope and urged the impoitance that the svstem be considered a permanent part of the Imperiai. policy. Anoth- er factor was the raciprocal trading agreement betwcen Canada and the ‘Wast Indies now in co.rse of rati”cation which should mear a great development in trade between the:parties eoncern- ed. Mueh new mac.iinery was being imported, which, with greater chemical control and improved research work, should enable the West Indian sugar industry to successfully eomplete with other countries, and to greatiy increase in the future. Trinidad, said Sir Edward Davson, was becoming an important factor, considering the oil prodaction of the world, and with the large companies now represented in the island, there was every prospect for favourable develop- ment of this oil resources. The problem of steamship communication was main- ly one of supplying adequate transport between the West Indies, Canada and the Mother Country. A service between Engiand and the West mdie? was diffi- cult, but he expressed the hope that a solution would; be found shortly.
