THE TERRITORY OF THE VIRGIN ISLANDS; and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Civil No. 2008-158 VIPD’s MARCH 2024 STATUS REPORT COME NOW the Virgin Islands Police Department and Territory (collectively, “VIPD”), by and through the undersigned counsel, and hereby submit its March 2024 Status Report, as ordered by the Court. As ordered by the Court, the Territory on February 14, 2024 filed a Motion to Commence the two-year sustainment period in the Citizen Complaints section of the Consent Decree (CD). The Independent Monitoring Team (“IMT”) concurred with the motion; the United States similarly concurred that the sustainment period should commence, but did so subject to this Court ordering the VIPD to adopt a long-term policy governing the review of investigations. VIPD has objected to the USA’s condition, on grounds it intrudes into the agency’s decision-making. Those matters remain pending before the Court. …
