PREFACE Project Introspection of the Department of Education like other local governmental agencies has absorbed the significance of the first elected Governor of the Virgin Islands. In salute to this outstanding occassion we are happy to present this publication. Included are: Ten steps to a Great Milestone which is a graphical attempt tc show the ten civilian governors and theix terms of office, and terminates with Governor Evans. The biographical data is offered as resource material for classroom use. Of equal impor tance is Bill No. 4705 authorizing the Eight Legislature of the Virgin Islands to provide a symbol of office for the Governor of the Virgin Islands. Enclosed is copy of said bill. Following the bill is a simplified version of the regalia as presented by the designer. A description of the chain can be found in the proposal or be obtained from this office. This material is all shared by a large silk screened study pr* of Governor Evans, as done by Grace Ellis and Jim Tillet. We are extremely grateful to office of Public Relations, Office of the Governor for his biographical data, to Mr. Rufus Vanderpool for the copy of the proposal, to Miss Janet Re for her sketch of the regalia. S. A., on August 7, 1917, the son of Charles and Maude (Rogiers) Evans. He attended the Christiansted Public Grammar and Junior High Schools and completed his secondary education at the Charlotte Amalie High School in St. Thomas where he was Valedictorian of his class. In 1936 he attended Howard University where he was graduated Magna Cum Laude in 1940. He received his medical degree with honors from the Howard University Medical School in 1944. Following his medical internship in New York City, he became Physician in Charge of the Frederiksted Munici- pal Hospital, a position he held until 1948 when he became Senior Assistant Surgeon in the United States Public Health Service, Washington, D. C. In 1950, Doctor Evans resumed his position of Physician in Charge of the Frederiksted Municipal Hospital until 1951 when he became Assistant Commissioner of Health for the Virgin Islands and Chief Municipal Physician for St. Croix, In 1956, Doctor Evans became a Fellow in Cardiology at the John Hokpins University. He returned to St. Croix in 1957 and became Commissioner of Health for the Virgin Islands in 1958, a position he held until 1967 when he entered private practice. In 1966, he took a leave of absence fora year to secure his Masters !jegree in Public Health from the University of California, Berkeley, California. . Doctor Evans is Chairman of the Board of Trustees of the College of the Virgin Islands and a member of the Board of Directors of the Good Hope School. He is also a charter member of the Rotary Club and has served as Chairman of the Board of Medical Examiners, President of the Virgin Islands Medical Association and Chairman of the Governor's Commission on Human Services. He is active in many professional organizations inclu- ding the American Medical Association, The American Association of Public Health Physicians, of which he is a charter member, The American Public Health Association, the National Medical Association and the Pan American Medical Association. Doctor Evans attends the Wesleyan Church of St. Croix and is a member of the Masonic Order. He is married to the former Mary Phyllis Anderson and they have four sons. The last appointed Governor, The Honorable Melvin H. Evans was inaugurated as the 10th Civilian Governor of the U. S. Virgin Islands, on July 1, 1969 by the Honorable William H. Hastie, Chief Judge of the Third Circuit Court of Appeals. The elected Governor Bill became a reality in August 1968 when it was finally passed by the Senate and the race for the first elected governor of the Virgin Islands began shortly after. Governor Evans with David E. Mass as his running mate for Lieutenant Governor entered the race as the torch bearer for the Republican party. Because the bill specifically states that the winning candidate must receive 50% plus 1 of all votes cast, a run off election between Mr. Cyril E. King and Governor Evans was neces- As a result of this election on November 17, 1970, Governor Evans emerged the victor with a count of 8,259 votes and captured the honor of being the First Elected Governor of the Virgin Islands. His new term of office begins on January 4, 1971. BILL No. 4705 EIGHTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 1970 To Provide a Symbol of Office for the Governor of the Virgin Islands. ---0--- STATEMENT OF MOTIVES On January.4, 1971, the people of the Virgin Islands will witness the inauguration of the first popularly elected Governor of the Virgin Islands. This historic event marks the end of an era in which the Governor was appointed and the beginning of a new era of ever increased self-government for the people of the Virgin Islands. Traditionally, there has been no real symbol of office for the Governor of the Virgin Islands; however, the inauguration of the First Elected Governor offers the people of the Virgin Islands an opportunity to establish a symbol of office which will link the long history and culture of the Virgin Is- lands to an historic election of the First Elected Chief Executive Officer of the Virgin Islands. BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. The President of the Legislature is hereby authorized to cause to be prepared a‘symbol of office for the Govermor of the Virgin Islands. The symbol shall be a chain of ribbon and metal designed to be worn over the shoulder. There shall be seven gold circular shields and each shield shall be embossed with the flag or standard of each nation that has held soverignity over ihe people of the Virgin Islands. These shields shall culminate in a large "V.I." on a golden plate, having at its base three pearls symbolizing the three major islands of the Virgin Islands and the date of the inauguration of the first elected Governor of the Virgin Islands. This symbol of office shall be presented to the Governor at the time of his inauguration. SECTION 2. There is hereby appropriated to the offices of the Legislature of the Virgin Islands the sum of $2, 000 out of any funds available in the Treasury of the Virgin Islands for the fiscal year July 1, 1970, through June 30, 1971, for the purposes of this Act.
