ACTNO, %725 BILL NO. 30-0548 THIRTIETH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2014 An Act authorizing the Commissioner of the Department of Property and Procurement to ratify and affirm a certain contract entered into by the Department of Health with Austin Moorehead d/b/a Kraal Environmental Management Services —-0--- WHEREAS, Pursuant to Title 31, Virgin Islands Code, Chapter 23, all contracts for goods and services which exceed Fifty Thousand Dollars (50,000) must be in writing, competitively bid, and approved by the Commissioner of the Department of Property and Procurement (“DPP”); and WHEREAS, Title 31, Virgin Islands Code, Chapter 23, provides that no purchase may be made by any department or agency of the Government of the Virgin Islands expect by written order approved by the Commissioner of DPP; and WHEREAS, Title 31, Virgin Islands Code, Chapter 23, also provides that any purchase or contract entered into violation of this chapter shall be null and void; and WHEREAS, such purchase or contract that is null and void is without legal effect and is not subject to ra …
