PROCELEDINGS OF THE JOINT SESSION OF THE COLONIAL COUNCILS for St.Croix,St.Thomas and 5t John. (Continued from Saturday’s Avis.) 2nd Member for Christiansted Town (Canegata) introduced the Resolution on behalf of the Colonial CHuncil of St. Croix and said,—Mr. Chairman. On be- half of the Municipaiiy of St. Croix 1 beg to introduce the Resolution now pending before :oua, for which object the Chlonial Counciis are met tozether in joint session this afternoon and the pur- pose of which most of us are aware. In this time of economic depression [ tkink it is the aim and desire of each and every one here to lend whatever assistance he S Y CHOIIx AN can in the solut.on of the probleias with which we are confronted. My honorable friend the 6'h Ele~ted Mamgber for St. Thomas has roecommendad to you the resuvlution on behalf of 3t. Thomas and St, John which is identical with that for St. Croix. We do not present this resolution as the only method by which our problems can be solved but wa offer these recom- mendations as forming a basis on which we can safely build. I regret the Municipal Committee has been unable to forward this resolution to members of _the Council at an earlier date, but 1o view of the presence with us of the Federal Commission we thougnt that this Council should not fail to avail itself of the opportunity of placing some definite recommeandations in their hands. We have 2 lduced a few lines of re- form, each of which would, I think, give freer eourse ani rfresh stimulus teading towards a return of some ma2asure of oar prosperity. I think too you and I will agree that it is not charitable eontributions, bat in- tellizgent and fostering legislation, har- monious relations between ecapital and labor, and enterprise to secure a sufii- cient amount of n2w proluct are the main factors whizh will enable us to eon- tinue our main industry and on which our prosperity may safely rest. I ask you then to support this resolu- tion this afternocon as I think we wiil be afirming the vitality of those prinsiples which are esssential to our common life and therefore a sound basis of public policy. The quoastion of Corastw'se Laws may be passed over without e>mment, but I want to make a remark on the word “Civit’’ in the first paragraph under “‘Reeommendations’’. It is not clear to me what that m2ans. If the Govern- meant is Civil the term here is superflu- ous. I would lika to know why it is stated here ‘‘Under the Civil Govern- ment of th2 Virgin [slands ot the United States?’”” Not one suggestion ils made here whereby those things can be reme- diad. No concrete suggestion is offered. This resolution, [ understand, is the result of conferences between the Gov- ernmeni and the Municipal Committees of St. Thomas and 3t. Croix. I will not vote for it on principle, b2ziuse I don't balieve that tae ixeecutive Department shouid have anything to do with iegis'a- tive matcers. 1 have heard read here (o- day in a ietter frow the Goveraor rhat no amendment to the resolution is desired. The Chairman: 1 think the last speaker is in error by stating emphati- caily that no amendment to the resolu- tion wiil be considered.
