Sir:— [ have the honor to transmit herewith His Excellency, The Governor’'s letter dated 25 Februvary, 1924, enclosing an Additional Money Biil appropriating Fres. 20,000.00 to cover expenses inci- dent to investigating and reporting upon the possibilities of impounding water for agricultural purposes in the Municipality of St, Croix. Production of copy of Minutes of the Municipal Committee for the quar- ter ending December 31, 1923, for- warded by the Chairman of the Com- miitee for inspection oi Members of the Council. The Vice-Chairman remarked: The Chair- man ol the Municipal Committee has, in accordauce ot Par. 11 of the BEyv-Law for the Municipal Commitiee, forwarded copy of tne minuies ior Decembder quartor for inspeciion of members ot the Council. I will now lay this matter on the Council table, and hereatter it dwiil be open for iuspection for one week 1n the (‘ouncil Utlice from 9-12 and 2-5 daily. The Vice Chairman remarked: The minutes for the meetings held Feb- ruary 7 and 21 have becern published in the ''St. Croix Avis'’ as cusiomary and if I hear no objection I ywill consider them tacitly adopted. 4th Appointed Member (Blackwood): Mr. Viee-Chairman. 1 read from the published proceedings in the St. Croix Avis of Monday, February 18 the follow- ing. '‘4th Appointed Member (Black- wood) read the sth recommendation in the resolution and said that the SB.OO tax per short ton on sugar exported from the Virgin Islands should be removed.” What 1 said was: ‘‘l'he Act of March 3, 1917, places a flat $8 00 tax per short ton on sugar exported from the Virgin ls- lands in lieu of the Export Duty which Obtained prior to the change of sover- eignty. 2nd Member for Christiansted Town (Canegata): Mr. Vice-Chairman. On page 183 of the Council Proceedings, 3rd para- graph from bottom, I am quoted as say- ing: '‘The Resolution transferring the Quay to the Federal Govervment was subjected to three discussions.”” What [ said was: ''The Resolution to make Protestant Quay a home for incorrigible girvls was suojected to three discussions.’”’ I wish to have that corrected in the re- cords. Government Secretary (Zane) handed in a memorandum of corrections to the minutes of the meeting held on Febru- 8y i 2nd Memter for Christiansted Town (Canegasa) proposed that in view of the fact that the printed copies of the min- utes are not quite comprete that the min- utes of the meeting of February 7 po over until the next meeting of the Coun- cil so that corrections can be made and placed betore the Council for ratification. Ist Member for Frederiksted Town (Jackson) seconded the member’s pro- posal, The Vice-Chairman put the proposal to the vote. To be continued. TELEGRAMNS. ST. CROIX STATION. Dublin, March 10th.—General Owen O’ Dutfy, head of the Civil Guard, has been appointed Genersl Otficer Command- ing the FKree State Detensive Forces. This is -a specially created post and is supposed to have a close conrection with the muiiny in the army. Washington, March 10th.—Secretary of the Navy Denby’s resignation became effective teday, amid the tributes of his associates in the Navy Department. At a farewell d nner 1o his honoar last night he told 200 navy and inarine oilicers that he had served through three wars, with Spain, the World War and that revolv- ing about the oil ipvestigation and de- clared, ‘‘this third war has been more bitter than any.”’ Berlin, March 10th.—Chancellor Marx and the leaders of the four government parties conferred together in the Reich- stag this evening and decided upon the dissolution of the Reichstag thiz week. The date of the elections will be fixed as early as possible, having regard for the fact that the elections in occupied Germany will require a longer time for preparation than those in the unoccupied territory. :
