WHEREAS, under authority of an Or- dinance, entitled ‘‘An Ordinance to regu- late Commer~e in Intoxicating Drinks and Drugs, and to Provide Penalties for Violations Thereof’’, passed by the Colo- nial Council for St. Croix on the tenth | day of June, 1918, and sanctioned and , approved by the Governor on the 20th | day of June, 1918: and an Ordinance, | entitled ‘‘AnOrdinance to Regulate Com- | merce in Intoxicating Drinks and Drugs, ‘ and to provide Penalties for Violations | thereof’’, passed by the Colonial Council f for St. Thomas and 3t. John on the ] second day of July 1918, and sanctioned | and approved by the Governor on the | ninth day of July, 1918, it has been here- | tofore lawful to import beverage malt | liquors into the Virgin Tslands of the | United States : i AND WHEREAS, the President of the United States on 23 November, 1921 ap proved Bill-Public No. 96 -67th Con- gress, the same being entitled '''n Act Supplemental to the National Prohibi- tion Act’’ section three of which Act directly concerns the Virgin Islands of the United States, and reads as follows : “See. 3. That this Act and the Na- " ~ tional Prohibition Act shall apply not only to the Upit¢ States, but to ali territory subjeet o its jurisdiction, in- cluding the werritory of Hawaii ana the Virgin Islands: and jurisdiction is gon- ferred on the cour s of the Territory of Hawaii and the Virgin Islands to en- force this Act and the National Prohi- bition Act in such Territory and Is- lands.”’ NOW THEREFQ'E, I. Sumner E. W. Kittelle, Governor o, the Virgin Islands of the United States, by virtue of the power cunferred upon me by Act of Con- gress of March 3, 1917, do hereby pro- claim that beer row in transit and upon the high seas destined for the Virgin Is- lands of the United States will be per- mitted to enter, but that hereafter intox- jeating liquor, including aleohol, brandy, whiskey, rum, gin, beer, ale, porter and wine, and in additicn thereto any spirit- uous, vinous, mait, or formented liquor, liquids, and compounds, whether medi- cated proprietary, patented, or not, and by whatever name called, containing one half of one percentum or more of alcohol by volume which are fit for use for beve- rage purposes, except as otherwise pro vided in the National Prohibition Ac, shall not be imported or permitted to en- ter, except as otherwise specified above, and that a reasonable time will be allow- ed the retailers who have t eretofore sold beer to dispose of stock now on hand. Money is urgent- ly needed to help the Red Cross for the great work that lies before it in the Mother Country and also in St. Croix. TO EDUCATE the people in the m=ans of avoiding the preventable dis- eases that cause so many deaths here. To Provide infant welfare, to care for and save the children. To Provide-auto- mobile ambulances for the sick and in- jured. To Help the hospitals that are now and will be more in need of the necessaries to provide for the sick. TO HELP the sick and suffering. Always hnitherto when our appeals and Annua! Roll Call have gone forth there has been a most liberal response. This year our generous members and subscribers are not as well off as before and neither are the sick and suffering but should we not nevertheless try and help just the same. ’ Most earnestly do I plead that all who are able to give will do so to the ut- most of their power. Our sufferers at home here in this Island look to us for assistance and we in our .turn lcok to you to enable us to help them.
