St. Croix Government Retirees, Inc. Initiative Pursuant to Revised Organic Act of 1954, Section 12, this response letter is to inform the St. Croix Government Retirees, Inc. the of the official ballot title, the submission question and a summary of the initiative proposal. Please see statements below: Ballot Title An Initiative to amend Title 2, Chapter 6 of the Virgin Islands Code, entitled “Apportionment of the Legislature”, to create District Senators and At-Large Senators and impose district residency requirements. Ballot Question Title 2, Chapter 6 of the Virgin Islands Code, entitled “Apportionment of the Legislature”, is amended to read as follows: There are five (5) legislative districts with nine (9) district Senators: 1. District of St. Croix, East, shall have two (2) Senators; 2. District of St. Croix, West, shall have two (2) Senators; 3. District of St. Thomas, East, shall have two (2) Senators; 4. St. Croix Government Retirees, Inc. Initiative Pursuant to Revised Organic Act of 1954, Section 12, this response letter is to inform the St. Croix Government Retirees, Inc. the of the official ballot title, the submission question and a summary of the initiative proposal. Please see statements below: Ballot Title An Initiative to amend Title 2, Chapter 6 of the Virgin Islands Code, entitled “Apportionment of the Legislature”, to create District Senators and At-Large Senators and impose district residency requirements. Ballot Question Title 2, Chapter 6 of the Virgin Islands Code, entitled “Apportionment of the Legislature”, is amended to read as follows: There are five (5) legislative districts with nine (9) district Senators: 1. District of St. Croix, East, shall have two (2) Senators; 2. District of St. Croix, West, shall have two (2) Senators; 3. District of St. Thomas, East, shall have two (2) Senators; 4. District of St. Thomas, West, shall have two (2) Senators; 5. District of St. John shall have with one (1) Senator; Voted on by the qualified electors of the respective district And six (6) at-large senators: 6. Three (3) shall be residents of St. Croix and 7. Three (3) shall be residents of St. Thomas Voted on by the qualified electors of the Virgin Islands as a whole. Shall this proposal become law?” YES or NO Ballot Summary This initiative seeks to amend Title 2, Chapter 6 of the Virgin Islands Code, entitled Apportionment of the Legislature, to create the following districts: • District of St. Croix, East; • District of St. Croix, West; • District of St. Thomas, East; • District of St. Thomas, West; and • District of St. John. The initiative also seeks to create the following at-large Senators. • Three shall be residents of St. Croix • Three shall be residents of St. Thomas. All senatorial candidates and elected Senators must be bonafide residents of either the District or at-large District that they are seeking to represent.
