UNITED STATES ENVIRONMENTALPROTECTION AGENCY REGION II DATE: SUBJECT: Record of Decision (ROD) for the Tutu WellfieldSite FROM: Kathleen C. Callahan, Director Emergency and Remedial Response Division TO: Jeanne M. Fox Regional Administrator Attached for your approval is the ROD for the Tutu WellfieldSite, located in Anna's Retreat, St. Thomas , U.S. Virgin Islands. The selected remedial action addresses soils and groundwater contaminated with chlorinated solvents and volatile organic compounds. The selected remedy calls for a combination of in-situ and ex-situ soil vapor extraction and disposal of contaminated soils and plume/source containment and treatment of contaminated groundwater. The estimated present-worth cost is $ 3.6 million for the selected soil remedy and $ 9.0 million for the groundwater remedy. The remedy is the same as the preferred alternative presented in the Proposed Plan. The Remedial Investigation (Rl) report, Feasibility Study (FS) report, and the Proposed Plan for the Site were originallyreleased to the public for comment on August 23, 1995. …

Fox Regional Administrator Attached for your approval is the ROD for the Tutu WellfieldSite, located in Anna's Retreat, St. Thomas , U.S. Virgin Islands. The selected remedial action addresses soils and groundwater contaminated with chlorinated solvents and volatile organic compounds. The selected remedy calls for a combination of in-situ and ex-situ soil vapor extraction and disposal of contaminated soils and plume/source containment and treatment of contaminated groundwater. However, due to the arrival of Hurricane Marilyn in September 1995 and the devastation it caused, the public meeting was postponed for six months. The Proposed Plan was re- released to the public for comment on February 12, 1996. The notice of availability for the above-referenced documents was published in the Virgin Islands Daily News on February 10 and 11,1996, and the Virgin Islands Weekly lournal on February 16, 1996. The public comment period on these documents was held from February 12, 1996 to March 13, 1996. Comments received during the public comment period generally supported the preferred remedial alternative and are addressed in the attached Responsiveness Summary. On March 5, 1996, EPA conducted a public meeting at the Department of Education Curriculum Center at Anna's Retreat to inform local officials and interested citizens about the Superfund process, to review current and planned remedial activities at the Site, and to respond to any questions from area residents and other attendees. The ROD has been reviewed by the Virgin Islands Department of Planning and Natural ENYSII ORC Simon/SrtiaafT ___rfl *= NYCSBII NYCP ORC Mugdaji ERRD Callahan DRA Muszy \\ TUT OOS O922 *65063* 65063 Resources (DPNR), and the appropriate program offices within Region II. Their input and comments are reflected in this document. DPNR has concurred with the selected remedy for the Tutu WellfieldSite (see Appendix IV of the ROD for the Territory's letter of concurrence).
