I extend my sincere appreciation for the invitation to appear before the Committee on Culture, Youth, Aging, Sports, and Parks of the 36th Legislature of the Virgin Islands. The work this committee does to advance matters related to our culture, older community, youth and sports throughout our Territory is both important and deeply valued. Due to personal reasons, I must respectfully decline the invitation to appear at this time. For the record, there are no new updates from the Department concerning the Clinton E. Phipps Racetrack since my testimony submitted in December 2025. Additionally, I have no new updates regarding the Paul E. Joseph Stadium project; as noted previously, my department will manage the stadium once the project is complete. The Department remains committed to transparency, collaboration, and continued partnership with the Legislature and we stand ready to provide assistance as appropriate. Thank you for your understanding and for your continued leadership in service to the people of the Virgin Islands. Respectfully submitted, Vincent Roberts Commissioner
