66917 Federal Register / Vol. 64, No. 229 / Tuesday, November 30, 1999 / Notices Notice is hereby given that pursuant to the authority vested in the Director of the Federal Emergency Management Agency under Executive Order 12148, I hereby appoint Barbara T. Russell of the Federal Emergency Management Agency to act as the Federal Coordinating Officer for this declared emergency. I do hereby determine the U.S. Virgin Islands to have been affected adversely by this declared emergency: The U.S. Virgin Islands for assistance as follows: Appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas. Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the disaster. Direct Federal assistance at 75 percent Federal funding will be provided. …
