On November 17, 2023, the Independent Monitoring Team (IMT) issued its report for the third quarter of 2023. ECF No. 629. In the report, IMT found that VIPD achieved substantial compliance with 37 of the 42 paragraphs of the Consent Decree, compared to 32 of 42 paragraphs in the second quarter of 2023. …
