PROJECT DESCRIPTION A. Project Number - Project VI NH – 70(9) was located in Frederiksted, St. Croix, U.S. Virgin Islands. B. Description of Work – Reconstruction of the roadway; relocation of the existing mall entrance; the installation of a new signalization system; curb and gutter; and drainage improvements at the intersection of the Sunshine Mall and Route 70 (Queen Mary Highway). C. Environmental Considerations – National Environmental Policy Act (NEPA): In accordance with 23 CFR Chapter 1 Part 771.117(d) (1&3) a Categorical Exclusion was prepared and signed by the Federal Highway Administration (FHWA) on July 21, 2003. SHPO – 106 Concurrence: By letter dated January 3, 2007, the U. S. Virgin Islands determined that there were no known cultural resources within the proposed project area protected under the requirements of Section 106 of the National Historic Preservation Act. FWS Section 7 Concurrence (Endangered Species): By stamp dated July 25, 2003, the U. S. Virgin Islands and Virgin Islands Department of Public Works concurred that there were no known adverse effects anticipated on resources protected by the Endangered Species Act of 1973. Department of Planning and Natural Resources, Division of Permits (DPNR) – Permit No. STX 360-03 and 355-03 approved and issued on July 11, 2003, expired on January 2004, extended by DPNR by letter dated April 8, 2005, from April 8, 2005, to October 8, 2005. II. PROJECT DATA A. Specifications – Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-96 (English) 1 B. Termini – Station 13+00 to Station 24+00 C. Length – Queen Mary Highway/Route 70 1100 feet Sunshine Mall Entrance 140 feet Total length 1240 feet (0.237 miles) D. Width – Route 70 Queen Mary Highway - The predominant width of paved roadway and shoulder were as follows: • From Station 13+00 to 17+60 - two 11.5-foot lanes (one each way) and one 10.17-foot lane, plus widening of two-way right turn lane transitions between 0 and 11.5 feet • From Station 11+00 to 11+50 and from Station 25+00 to 26+00 - two 11.5-foot lanes (one each way) and one 10.17-foot plus a 2-foot shoulder • From Station 18+00 to 19+60 - one 10.4-foot (travel lane, east bound), one, 11.25-foot (turn lane), one, 11.5-foot (travel lane, west bound), and one, 10.17-foot (turn lane) Sunshine Mall Entrance: From Station 0+00 to 2+73, with two 23-foot lanes (two each way). E. Pavement Structure – The proposed asphalt pavement was as follows: 2-inch depth Hot Asphalt Concrete Pavement (HACP), Class B, Grading E, Asphalt Tack Coat; 4-inch depth HACP, Class B, Grading C and 8-inch depth Aggregate Base, Grading C or D. F. Structures – Contract Modification Work (24-inch Pipe Culvert) Existing field condition required the removal and replacement of an existing culvert at Station 14+72. The existing culvert caved in during pavement removal operations, and was later found to be structurally insufficient. The contract modification included the installation of forty feet of new 24-inch reinforced concrete pipe culvert to replace the original structure. G. Experimental or New Features – None C. Changes and Problems – 1. Changes Contract Modification (CM) No. 001: deleted Contract Items 60209H - Elbow, 12-inch and 61102QD - 12-inch Waterline, Polyvinyl Chloride (PVC) (C-900). These items were associated with the relocation of an existing 12-inch waterline. During the initial staking and layout of contract work, the waterline was found north of the location shown in the contract plans. Since the existing waterline was not in conflict with new installations performed under the contract, it wasn’t necessary to perform the relocation work. Net contract decrease = $23,000.00 No change in contract time. CM No. 002: was issued to modify the contract Traffic Control Plan to incorporate the construction of a permanent traffic detour to Queen Mary Highway (Route 70) between Station 14+00 and Station 20+00. The contractor’s proposal included the leasing of the necessary right-of-way from the adjacent Sunshine Mall parking, the development of a legal document to release the Government from all liability associated with the implementation of the detour, and all other work necessary to implement and maintain this detour. This included the removal and replacement of curb and gutter and landscaping, and additional paving, as well as installation of traffic control signs, cones and type III barricades. The contractor’s proposal only affected 600 linear feet out of the 1100 linear feet of the project. The remaining 500 linear feet (Station 13+00 to 14+00 and 20+00 to 24+00) was constructed following the traffic control plan shown in the contract. As a result, implementing the proposed detour had a negligible effect on contract cost, and was accepted as a no-cost modification. No change in amount. Contract time decreased 20 days to May 29, 2006 CM No. 003: adjusted final quantities to match existing field conditions or that otherwise varied from the Original Engineer’s Estimate, as well as added five new pay items that were necessary to meet existing field conditions. Net contract decrease = $26,397.09 No change in contract time. 10 Significant Overruns and Underruns Item 15716C, Inlet Protection, Type C: The implementation of the alternate traffic control plan and detour through CM No. 002 changed the sequence of construction and the need for additional inlet protections. The final quantity for this item was 12, an underrun of 5 each or 29 percent. Item 20302H, Removal of Pipe Culverts: The original contract quantity was overestimated. The project required the removal of only thirty linear feet of culvert at Station 14+72. The final quantity for this item reflects an underrun of 30 linear feet or 50 percent. Item 20303AB, Removal of Concrete (Bus Stop Pads and Shelter): The original contract quantity was overestimated. The project required the removal of only 65 square yards to complete the contract work. The contract quantity underran by 75 square yards or 54 percent. Item 20401, Roadway Excavation: The original contract quantity was overestimated. The project required the excavation of only 2654 cubic yards. The contract quantity underran by 540.96 cubic yards or 17 percent. Item 40101BC, Hot Asphalt Concrete Pavement, Class B, Grading C: The contractor’s poor grade controls on the paving operation resulted in a thinner than required base lift. Since the contractor was approved to use the same mix for base and surface lifts, they were able to place the required 6-inch pavement structural section by thickening the surface lift. As a result, the contract quantity for base asphalt underran by 613.89 tons or 26 percent. Item 61102QD, 2-inch Waterline, Polyvinyl Chloride (PVC) (Sprinkler System): The original contract quantity was overestimated. The project required the installation of 328 linear feet of sprinkler system to the relocated Sunshine Mall sign and entrance. The contract quantity underran by 72 linear feet or 18 percent. Item 63401HB, Pavement Markings, Type H, Broken: The new striping plans as per CM. No. 002 resulted in an underrun of 1072 linear feet or 82 percent. Item 63615, Traffic Detector Wire Loop (6' x 6’): The Virgin Islands Department of Public Works requested longer wire loops (from 6’x6’ to 6’x30") at the exit of the mall. The two new loops cost more than the original contract requirement. In order to account for the increased price, this contract action deleted two loops from the existing item and incorporated a new contract item for the negotiated price for the new traffic loops. As a result, the existing contract item underran by 2 each or 22 percent. 11 Item 63615, Traffic Detector Wire Loop (6’x 30”): The Virgin Islands Department of Public Works requested more sensitive loops (Quadruple type) on the right turn lanes on Route 70. The two new loops are pricier than the original contract requirement. In order to account for the increased price, two loops were deleted from the existing item and a new contract item was created with a negotiated price for the new traffic loops. As a result, the existing contract item underran by 2 each or 22 percent. Item 40101BED, Hot Asphalt Concrete Pavement, Class B, Grading E: The contractor’s poor grade controls on the paving operation required a thicker surface lift in order to compensate for the thinner base lift placed. Since the contractor was approved to use the same mix for base and surface lifts, they were able to place the required 6-inch pavement section. As a result, the contract quantities for surface asphalt overran by 323.5 tons or 27 percent. Item 61501B, Portland Cement Concrete Sidewalk: The original contract quantity was underestimated. The project required an additional 80 square yards to fit field conditions. This represented an overrun of 27 percent. Item 61505B, Portland Cement Wheelchair Ramp: The original contract quantity was underestimated. The project required the construction of 73.08 square yards of new wheelchair ramps. This represented an overrun of 25.08 square yards or 34 percent. Item 63304CC, Signs Aluminum Panels, Type 3 Sheeting: The contract required the installation of overhead mounted signs for lane guidance through the intersection. These signs did not conform to local intersection control standards and were not included in the permanent sign quantity schedule. The final installation included two directional and two signal identification signs, an overrun of 21.75 square yards or 27percent. Item 63401HA, Pavement Markings, Type H, Solid: The contract striping plan was not adequate. The plans showed a shared right-turn lane that did not conform to local pavement marking standards. New striping plans were developed by the field office under the supervision of the EFLHD Design and Traffic Operations office, as well as the VI DPW. The new striping plans overran 3964 linear feet or 44 percent. Item 63402, Pavement Markings, Type H: The new striping plans resulted in an overrun of pavement marking symbols of 263.01 square yards or a 17 percent. 2. Problems None 12 D.
