The United States Virgin Islands OFFICE OF THE GOVERNOR GOVERNMENT HOUSE Charlotte Amalie, V.I. 00802 340-774-0001 A PROCLAMATION BY THE GOVERNOR OF THE UNITED STATES VIRGIN ISLANDS TO RECOGNIZE THE CARIB-TAINO CONFEDERACY WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY, an Amerindian and Native—American tribal group, was organized and incorporated in the United States Virgin Islands in March 1996, to protect and preserve the culture, and promote the socio—economic welfare of the Carib, Kalinaqo, Karifuna, Arawak, Black Carib, St. Vincent Carib, Bayaney Remnant Community and Garifuna people who settled in the Virgin Islands in the 19th century; and WHEREAS the • CARIB-TAINO TRIBAL CONFEDERACY are composed of civilized and hospitable people that have long been known for their peaceful ways; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY continues to preserve their culture, history, religion, traditions, institutions, tribal government and language; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY and KALINAGO (CARIB) NATION of Dominica and AMERICAN CHEROKEE CONFEDERACY entered into a Memoran …

The United States Virgin Islands OFFICE OF THE GOVERNOR GOVERNMENT HOUSE Charlotte Amalie, V.I. 00802 340-774-0001 A PROCLAMATION BY THE GOVERNOR OF THE UNITED STATES VIRGIN ISLANDS TO RECOGNIZE THE CARIB-TAINO CONFEDERACY WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY, an Amerindian and Native—American tribal group, was organized and incorporated in the United States Virgin Islands in March 1996, to protect and preserve the culture, and promote the socio—economic welfare of the Carib, Kalinaqo, Karifuna, Arawak, Black Carib, St. Vincent Carib, Bayaney Remnant Community and Garifuna people who settled in the Virgin Islands in the 19th century; and WHEREAS the • CARIB-TAINO TRIBAL CONFEDERACY are composed of civilized and hospitable people that have long been known for their peaceful ways; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY continues to preserve their culture, history, religion, traditions, institutions, tribal government and language; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY and KALINAGO (CARIB) NATION of Dominica and AMERICAN CHEROKEE CONFEDERACY entered into a Memorandum of Understanding on March 29, 1996 to implement a cultural and economic exchange program and to hold inter-tribal meetings between the parties; and WHEREAS Attorney Fred C. Vialet, Jr. was appointed Attorney General of the KALINAGO (CARIB) NATION of Dominica by Chief Biliary Frederik on September 22, 1996: and WHEREAS Attorney Fred C. Vialet, Jr. was appointed Deputy Paramount Chief of the Supreme Inter-Tribal Council by Paramount Chief Hiliary Frederik on February 11, 1997; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY was recognized by Principal Chief William "Rattlesnake" Jackson of the AMERICAN CHEROKEE CONFEDERACY on February 11, 1997; and WHEREAS the CARIB-TAINO TRIBAL CONFEDERACY was recognized by the KAL1NAGO (CARIB) NATION of Dominica on March 15, 1997; and WHEREAS the Nanticoke Lenn i -Lenape Indians of New Jersey was reaognized by Chief Hiliary Frederik and witnessed by Attorney Fred C. Vialet, Jr. in his capacity as Attorney General of the KALINAGO (CARIB) NATION of Dominica on June 14, 1998; NOW, THEREFORE, I, Charles W. Turnbull, Governor of the United States Virgin Islands, by virtue of the authority vested in me by the Revised Organic Act of 1954 of the Virgin Islands, as amended, do hereby recognize the CARIB-TAINO TRIBAL CONFEDERACY as an American Indian Tribe for the purpose of assisting this tribe in establishing eligibility for federal health benefits, federal education benefits, housing benefits, job training, land use, and the right to engage in traditional religious practices and ceremonies. IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of - the Government of the Virgin Islands of the United States to be affixed at Charlotte Amalie St. Thomas, Virgin Islands, thisday of December, A.D., 2006.
